House to take up anti-piracy bill in February (Reuters)

WASHINGTON (Reuters) ? The House of Representatives will resume work next month on a controversial bill aimed at stopping online piracy of movies, music and other content, a leading lawmaker said on Tuesday.

The anti-piracy legislation has been a top priority for entertainment companies, publishers, pharmaceutical firms and others, who say it is critical to curbing online piracy.

Internet companies vigorously oppose the bills, arguing they would undermine innovation and free speech rights and compromise the functioning of the Internet.

The debate escalated over the weekend when White House officials raised concerns that the legislation could make businesses on the Internet vulnerable to litigation and harm legal activity and free speech.

Representative Lamar Smith, chairman of the House Judiciary Committee, said the proposed Stop Online Piracy Act (SOPA) was needed to protect American businesses from intellectual property theft, and that legislation would move forward.

"Due to the Republican and Democratic retreats taking place over the next two weeks, markup of the Stop Online Piracy Act is expected to resume in February," added Smith, a Texas Republican. "I am committed to continuing to work with my colleagues in the House and Senate to send a bipartisan bill to the White House."

The Senate is expected to begin voting on January 24 on how to proceed in considering its own version of the bill.

Both Smith and Democratic Senator Patrick Leahy have said that they plan to jettison a controversial portion of their bills which would block access for Internet users who seek stolen movies or music.

White House officials, including cyber-security czar Howard Schmidt, said in a blog posting on Saturday that they opposed the bills as currently written. But they said the Obama administration would work with lawmakers on a narrower, more targeted approach to online piracy to ensure that legitimate businesses - including start-up firms - would not be harmed.

Wikipedia, the popular community-edited online encyclopedia, will black out its English-language site for 24 hours Wednesday to oppose the legislation. Other smaller sites leading the campaign include Reddit.com.

Drake's Take Care: Making The Album, Track By Track

Producer Noah '40' Shebib gives MTV News the inside story in an exclusive interview.

Despite all the critical and commercial acclaim Drake's Take Care has rightly earned, the Toronto MC has remained relatively quiet when promoting the album. Relative in the sense that Thank Me Later's release was accompanied by the hoopla of in-store signings and a documentary.

That's not the only way the two projects differ. Where TML featured a number of A-list hitmakers, from Kanye West to Swizz Beatz, the biggest name in Drake's sophomore effort's production credits is Just Blaze. The album certainly doesn't suffer from that lack of notoriety, however. In fact, it sounds more focused with the lesser-known T-Minus, and Drake's right-hand man Noah "40" Shebib stealing the show. Their efforts helped to make it more Drake's album — however introspective, weird and altogether refreshing that might be.

When MTV News caught up with 40, he attributed their creative fearlessness to the autonomy Lil Wayne and Cash Money allowed them.

"We're afforded all of the creative freedom in the world," 40 explained. "They really trust us and have from day one. It's a great feeling to know that me and Drake just get to make music. We don't really have to clear it with A&Rs or anybody. We are our own A&R's. We just make it happen, and we take it, say, 'Hey, look, this is what we did. Let's put it out.' "

40 gave MTV News the inside look at the making of many Take Care songs, including those that shows us another side of Weezy:

"HYFR" (produced by T-Minus) "He trusts us enough to take chances; he'll go there with his raps. Not just getting on the song, but he'll participate [in the song's theme]. On 'HYFR,' he'll show that introspective side of himself along with Drake. That's amazing, and those are some of Wayne's illest moments, always have been for him.

"The Real Her" (produced by 40 and Drake) "Even on 'The Real Her,' a lot of people will be like, 'Nah, nah, I can't get on that sh--,' but Wayne will be like, 'F--- that. ... I'm going to get on that sh--.' ... I like it.' And that's what it is to me. You have to make music with that attitude. We love the music we make."

"Take Care" (produced by Jamie xx and 40) "We've always been a fan of Jamie as well as the xx, and we had been to their studio and sat with them prior to this when we were in London last year. We had loved that Gil-Scott [Heron] record, and the remix Jamie had done, and I guess between Oliver and Drake and myself, but specifically Oliver and Drake felt that song never got its shine. 'Man, what a great record. It never was as big as it should've or could've been.' "

"Motto" (produced by T-Minus) "That song was right at the end of the process. That's one of my favorites. T[-Minus] sent the record to Drake. I think Drake cut it in Vegas, maybe. He cut the vocals, sent it over to me, I gave it to Gadget, Gadget mixed it, sent it to mastering the next morning and got it mastered, on radio 24 hours later."

"Headlines" (produced by Boi-1da and 40) "There's a couple of things about radio. That's a catchy song. 'They know, they know, they know.' It's corny, it's catchy, it's perfect. That will run on radio all day. You balance with those evils when you make music. I understand what's going to work on radio as much, sometimes I want to make different types of music. But the thing is, you want to win. You want to have your cake and eat it too."

"Crew Love" (produced by 40, the Weeknd and Illangelo) " 'Crew Love' is just a moment for Drake as far at the content of the record and what was going on around him in life and his people and his team. That was just an important record for him to make, and Weeknd was someone he wanted to include on that."

"The Ride" (produced by Doc McKinney and the Weeknd) "Was really just a vibe. It was a vibe that the Weeknd caught, and it was just so crazy that Drake wanted to rap on it — as simply put as that."

"Underground Kings" (produced by T-Minus and 40) "Sometimes, Drake will have a song title in his head or an idea of what the record is and what he wants it to be and then he'll search for the beat, and I think he found that beat from T-Minus. It was just a matter of finding a place for the chorus. We got the mix right and the bass sort of eating up any speaker that gets in the way of it."

"Marvin's Room" (produced by 40) "The honesty is mind blowing. He says things in that record that are like, 'Whoa, really?' But that's shock value, and that's a great thing to bring to the table. The further it goes, the bigger the smile on my face. I want him to say the craziest sh-- you can imagine."

"Buried Alive" (produced 40 and Supa Dups) "I had given it to Drake at some point, because he had asked for it or wanted it. He just sent it to Kendrick [Lamar] at some point. I had no idea. A few days later, he was like, 'I got this Kendrick verse!' 'On what?' 'On the beat you did!' 'What beat?' When we listened to it, we loved it."

Obama to businesses: Bring jobs home

WASHINGTON | Sat Jan 7, 2012 5:24pm EST

WASHINGTON (Reuters) - President Barack Obama kicked off an effort to encourage businesses to keep jobs at home instead of outsourcing them overseas, as he rolled out a new election-year theme on Saturday aimed at courting middle-class voters.

In his weekly radio and video address, Obama previewed an event he will hold next week with business executives to highlight the advantages of investing in the United States.

"We'll hear from business leaders who are bringing jobs back home and see how we can help other businesses follow their lead," Obama said.

The White House forum on "Insourcing American Jobs" will be held on Wednesday. Executives from more than a dozen companies will attend, including padlock maker Master Lock, furniture company Lincolnton Furniture, software application developer GalaxE Solutions, and chemicals company DuPont.

The emphasis on keeping U.S. jobs at home is in line with a populist economic message championed by Obama that could play well with union workers, whose support the Democratic president will need to win re-election in November.

The White House sees an increasing trend of companies deciding to "insource" jobs and invest in U.S.-based plants and factories, according to a White House official. It wants to encourage more businesses to follow that trend, the official said.

The practice of U.S. companies moving jobs to foreign countries such as India and China, where labor is cheaper, is a source of concern to many U.S. workers.

The issue resonates strongly in Midwest industrial states such as Ohio and Michigan that have been hard hit, not only by the 2007-2009 economic crisis, but also by years of shrinkage in the manufacturing jobs sector. Many of those states are battlegrounds that are vital to Obama's re-election hopes.

Republicans vying to challenge Obama in November, including front-runner Mitt Romney, have hammered him over his economic stewardship. They contend that his regulatory policies, including new rules for Wall Street and the overhaul of the healthcare system, have discouraged investment. They also say his fiscal stimulus measures have not succeeded in bringing down high unemployment.

But the White House was encouraged by the December jobs report, released on Friday, which showed a drop in the jobless rate to 8.5 percent, its lowest level in nearly three years.

"We're heading in the right direction. And we're not going to let up," Obama said.

Microsoft cheers as IE6 slides below 1 percent in US

Ten years of continued scorn at a lack of standards compliance and constant security issues hurt Internet Explorer 6. Microsoft finally kicked it into the grave.

Of course, countries holding onto XP and/or pirated software without automatic updates still have high IE6 usage. China? 25 percent of users are still on IE6. You can check on individual countries at Microsoft's IE6 Countdown site. They opened this last March, and even sent flowers to IE6 last year in an effort to finally kill it. At least they've succeeded in most countries, but IE6 still averages about 7.7 percent of all browsers used around the world.

Scandinavian countries buried IE6 first, with Norway the first to drop under one percent usage. Joining them fairly quickly at the graveside, Finland, Denmark, and Sweden dropped down below one percent soon after. Any US developers still doing new website compliance checks on IE6 can stop with a clear conscience.

IE6 stupidity

There are a lot of corporate Intranet utilities that were designed specifically for IE6. They are effectively screwed - they can't upgrade the browser because the web services won't run on the new versions

Browser battles

IE8 is the switch over point where MS started to get their act together as far as standards go (with IE7 a big jump forward over IE6, but not there yet). IE9 is, imo, where they build on the base of IE8 to make something pretty good.
