FLAGSTAFF, Ariz. (AP) ? The Grand Canyon boasts some of the most spectacular views in the world, revealing a rich geological history that few ever see from the Colorado River that formed it millions of years ago.
Those eager to watch rare animals emerge from the cliff sides, camp under the stars and get an adrenaline rush as they soar over rapids must get a permit if they want to lead one of hundreds of the trips available through a lottery each year.
One in eight will get one ? a dramatic shift from a system that once had applicants waiting up to 27 years for that chance. While it's a gamble that results in more losers than winners, the National Park Service and rafters say there is renewed hope for those wanting to run private trips.
"Most people have some pretty good hope for this," said Steve Sullivan, river permits manager for Grand Canyon National Park. "In the old way, it squashed that."

But people like Tony Petrocco see value in picking his own crew and charting his own journey. He's a carry-over from waiting list and has been favored in a sense to win through the lottery, gaining extra points by transitioning. If he doesn't participate in a river trip by 2020, the Park Service will step in and boost his chances by either tripling his points or letting him pick a launch date within five years.
By that time, he'll be in his 60s, and will have waited 20 years for a permit. He's trying to cut that time short by applying for the lottery, looking for other trips to join and closely watching for cancellations. He just hasn't had any luck yet.
"You have to proactive versus digging your head in the sand," said Petrocco, of Marble, Colo. "It's a crapshoot, but what are you going to do?"
The Park Service conducts the lottery every February for launch dates the following year. The one in eight odds for the lottery don't factor in additional drawings held when trips are canceled or unclaimed and often have repeat applicants. Of the 449 launch opportunities for private boaters in 2013, nearly 3,630 applications were submitted. Additional trips were reserved for those who transitioned from the waiting list, which is down to 3,000 from 7,300.
About a quarter of applicants for private trips are from Colorado, followed by California, Arizona and Utah.
Wally Rist, who has logged 53 trips on the river and is president of the Grand Canyon Private Boaters Association, said flexibility is the key to getting a trip by teaming up with someone who already has a permit or picking the less popular dates. September has the highest demand.
"Even if it weren't a lottery, no matter what, there are just too many people who want to go on a river trip to think they all have a right to get a private permit," said Rist, of Olathe, Kansas.
Allane Brine, of Prince George in the Canadian province of British Columbia, also transferred from the waiting list to the lottery system but favors the list. Brine believes it provides more certainty in a launch date that would work best for her family, which happens to be in the more popular months.
"Chances of me and my family ever going to the Grand Canyon are now slim to none with this new system, unless we go with a commercial company and pay an absolutely ridiculous price," Brine said.
Commercial trips can cost more than $3,000 a person, but the pricing depends on the season, the length of the trip and other things. The nearly 600 launch opportunities are allocated to businesses that contract with the Park Service and can include up to 32 people.
Private trips can last up to 25 days and have up to 16 passengers. Participation in either trip is limited to once a year.
Dave Mortenson, of Kent, Wash., chose a date less desirable for most during the winter after he transferred from the waiting list. Icicles formed as water splashed on the shore, and the ropes on the boat were frozen during the trip, which he said was beautiful nonetheless.
His wife met him at the end of the trip and told him she had won a permit as a first-time applicant under the lottery system. They set out again earlier this year in much warmer weather.

Florida State (6-1, 3-1) is ranked 14th in the BCS. The Seminoles are 10th in the coaches poll and eighth in the Harris Poll but did not receive much support from the computers. FSU?s computer average is 28th, and the team wasn?t ranked in the top 25 in five of the six computers used in the BCS.
The Associated Press Poll does not factor into the BCS standings.

KABUL, Afghanistan (AP) ? A suicide bomber on a motorbike blew himself up at a local intelligence office in southern Afghanistan, in the deadliest of three attacks that left at least nine people dead on Saturday, officials said.
Six people ? four Afghan intelligence officers, a coalition service member and a civilian employee working for the coalition ? died in the bombing, which took place in the Maruf district of Kandahar province.
The Taliban claimed responsibility for the attack, with spokesman Qari Yousef Ahmadi saying in a text message to reporters that the group was targeting international forces operating in Afghanistan.
Kandahar provincial spokesman Ahmad Jawed Faisal said the blast occurred in the morning at an entry point to the intelligence office. He said three other Afghan intelligence officers were wounded, including two who were in critical condition.
Insurgents frequently target Afghan security forces and government officials in an effort to weaken the government.
Jamie Graybeal, a spokesman for the international coalition, confirmed that one coalition service member and a civilian working with the coalition died in the bombing. The wounded were evacuated to coalition medical facilities for treatment, he added.
A second attack killed two Afghan policemen and left three others wounded in Qalat, the capital of neighboring Zabul province, provincial spokesman Shariullah Nasari said. After a police vehicle ran over a roadside mine, he said, a second blast struck police who had rushed to aid their colleagues.
NATO also said that another service member with the U.S.-led coalition was killed in a roadside bombing in the south. It declined to release further information, pending notification of family members of the deceased.

WASHINGTON (AP) ? U.S. authorities believe that Iranian-based hackers were responsible for cyberattacks that devastated Persian Gulf oil and gas companies, a former U.S. government official said. Just hours later, Defense Secretary Leon Panetta said the cyberthreat from Iran has grown, and he declared that the Pentagon is prepared to take action if American is threatened by a computer-based assault.
The former official, who is familiar with the investigation, said U.S. authorities believe the cyberattacks were likely supported by the Tehran government and came in retaliation for the latest round of American sanctions against Iran.
Before Panetta's remarks on Thursday, U.S. officials had said nothing publicly about the Gulf attacks or the investigation. But Panetta described them in a speech to business leaders in New York City, saying they were probably the most destructive cyber assault the private sector has seen to date.
Panetta did not directly link Iran to the Gulf attacks, but he said Tehran has "undertaken a concerted effort to use cyberspace to its advantage." And, he said the Pentagon has poured billions into beefing up its ability to identify the origin of a cyberattacks, block them and respond when needed.
"Potential aggressors should be aware that the United States has the capacity to locate them and hold them accountable for actions that harm America or its interests," said Panetta in a speech to the Business Executives for National Security.
A current U.S. official acknowledged Thursday that the Obama administration knows who launched the cyberattacks against the Gulf companies and that it was a state actor.
U.S. agencies have been assisting in the Gulf investigation and concluded that the level of resources needed to conduct the attack showed there was some degree of involvement by a nation state, said the former official. The officials spoke on condition of anonymity because the investigation is classified as secret.
While Panetta chose his words carefully, one cybersecurity expert said the Pentagon chief's message to Iran in the speech was evident.
"It's not something where people are throwing down the gauntlet, but I think Panetta comes pretty close to sending a clear warning (to Iran): We know who it was, maybe you want to think twice before you do it again," said cybersecurity expert James Lewis, who is with the Center for Strategic and International Studies. "I think the Iranians will put two and two together and realize he's sending them a message."
He said Panetta's remarks were an important step by the U.S. because the Iranian cyberthreat "is a new dimension in 30 years of intermittent conflict with Iran for which we are ill-prepared. It's really important to put them on notice."
The cyberattacks hit the Saudi Arabian state oil company Aramco and Qatari natural gas producer RasGas using a virus, known as Shamoon, which can spread through networked computers and ultimately wipes out files by overwriting them.
Senior defense officials said the information was declassified so that Panetta could make the public remarks. The officials added that the Pentagon is particularly concerned about the growing Iranian cyber capabilities, as well as the often discussed threats from China and Russia. The two officials spoke on condition of anonymity because they were not authorized to discuss the cyberthreats publicly.
In his speech, Panetta said the Shamoon virus replaced crucial system files at Aramco with the image of a burning U.S. flag, and also overwrote all data on the machine, rendering more than 30,000 computers useless and forcing them to be replaced. He said the Qatar attack was similar.
Panetta offered no new details on the Pentagon's growing cyber capabilities or the military rules of engagement the department is developing to guide its use of computer-based attacks when the U.S. is threatened.
He said the department is investing more than $3 billion a year in cybersecurity to beef up its ability to defend against and counter cyberthreats, including investment in U.S. Cyber Command. And the Pentagon is honing its policies so that any actions comply with the law of armed conflict.
"Our mission is to defend the nation. We defend. We deter. And if called upon, we take decisive action to protect our citizens," he said.
He added, however, that the Defense Department will not monitor American citizen's personal computers, or provide for the day-to-day security of private or commercial networks.
Panetta used the Persian Gulf attacks in his remarks as a warning to business community that it must embrace stalled legislation that would encourage companies to meet certain cybersecurity standards. And he is endorsing a planned move by President Barack Obama to use his executive powers to put some of those programs, including voluntary standards, in place until Congress acts.
"These attacks mark a significant escalation of the cyber threat," Panetta said. "And they have renewed concerns about still more destructive scenarios that could unfold."
U.S. authorities have repeatedly warned that foreign Internet hackers are probing U.S. critical infrastructure networks, including those that control utility plants, transportation systems and financial networks.
"We know of specific instances where intruders have successfully gained access to these control systems," Panetta told the business group. "We also know that they are seeking to create advanced tools to attack these systems and cause panic and destruction, and even the loss of life."
Business leaders, including the U.S. Chamber of Commerce, opposed the legislations, arguing it would expand the federal government's regulatory authority over companies already struggling in the tough economy. The bill also encourages more information sharing between the government and private companies.
Panetta pressed the group to support the stronger cybersecurity measures, warning that failure to do so could have catastrophic consequences.
"Before September 11, 2001 the warning signs were there. We weren't organized. We weren't ready. And we suffered terribly for that lack of attention," said Panetta. "We cannot let that happen again. This is a pre-9/11 moment."

Rather, there is a large picture of a derelict building that seems like it would be appealing only to stray cats. It bears no resemblance to the sleek, modern center it has become.
But Margalit had a vision for the derelict compound, which overlooks Jerusalem?s Old City walls. Today, it is home not only to his venture capital group but also to many of Israel?s most promising start-up companies, which each spend 18 months under the careful eye of Margalit and his team.
No one took him seriously when he proposed transforming the abandoned money-printing plant into a high-tech incubator, he says; he had to hire people to draw pictures of his proposed overhaul, which today boasts winding brick paths lined with vibrant flower beds.
?Right now, the Middle East looks like this [run-down building],? he says. ?But that doesn?t mean it can?t have some renovation.?
While many people see Jerusalem as one of the most intractable issues of the Israeli-Palestinian conflict, with two peoples competing for a foothold in a city they both consider holy, Margalit sees that as an incredible asset.
That?s just one of the ways that he redefines the problem that needs to be solved, which opens the way for different solutions.

I was surfing the web, waiting for Katie to come out for breakfast before school this morning, when I heard a sound to my right. There she was, sitting on the floor in front of her dollhouse, moving her little people around.
?What do you want for breakfast?? I asked.
?Cereal,? she replied, ?but Grandma can get it for me,? (which would give her a couple more minutes of playtime).
?I?ll get it for you,? I insisted, getting up to pour the cereal.
?I never have time to play anymore,? she lamented. ?I get home from cross country practice, and I have to start homework. Then it?s time for dinner, then it?s time to get ready for bed.?
?That?s what summers are for, playing,? I say, flippantly.
?But you always have SO MANY chores for me in the summer.?
No, there?s no dramatic exaggeration in our house at all.
Still, I saw her point. It does seem like we are always busy, with little time just to stop and play for a minute, or daydream or catch our breath.
?It?s like that for grown-ups too,? I said. ?There are always things we have to do. Never enough time to play. Life?s not fair.? Play time is important though. It recharges our batteries, gives our imagination a jump start.

I think when my daughter gets home today, after her cross country meet and before she has to start her homework, before I have to get busy with dinner, we?ll set aside some time to play. No TV. No rules. We?ll just play whatever she wants to play.

NEW YORK (AP) ? Japanese cellphone company Softbank Corp. was in talks Thursday about taking a substantial ownership stake in struggling U.S. carrier Sprint Nextel Corp.
Sprint, the third-largest cellphone company in the U.S., said the deal could be big enough to involve a "change of control" of the company. It didn't provide any other details.
The news sent Sprint shares as high as $6.04, the highest level since 2008. Sprint shares rose 72 cents, or 14.3 percent, to close at $5.76 Thursday.
The Wall Street Journal, citing an unidentified person with knowledge of the talks, had reported earlier that the potential deal would help Softbank expand outside of Japan. It put the value of the transaction at more than $12.8 billion.
Sprint, which is based in Overland Park, Kan., is in a difficult competitive position. It has 56 million wireless subscribers, making it about half the size of market leader Verizon Wireless, and it keeps losing high-paying subscribers to Verizon and AT&T, the industry's No. 2 player.
Sprint has $21 billion in long-term debt, and has embarked on a costly network restructuring and signed a long-term contract to buy $15.5 billion worth of iPhones from Apple over four years. Investor concerns over Sprint's financial health have eased this year, however, and the stock has more than doubled since January.
The company had a market capitalization of $15 billion at Wednesday's close, implying that Softbank's reported $12.8 billion bid won't be enough to buy the entire company.
Analysts expressed surprise at news of the talks. The U.S. wireless industry is rife with speculation about mergers, as smaller players find themselves struggling to compete, but the injection of a possible foreign investor clouds the picture. Sprint has been in talks to buy various smaller rivals, but an acquisition or major investment by a Japanese company wouldn't do much to help its competitive position in the U.S.
"We would expect to see very little synergies created with such a transaction," said Stifel Nicolaus analyst Christopher King.
A takeover by Softbank would reward Sprint's shareholders and shore up its financials, however.
Last week, media reports said Sprint's board was considering a bid for MetroPCS Communications Inc., the fifth-largest cellphone company in the U.S., to counter an offer by T-Mobile USA, which ranks as No. 4. The T-Mobile-MetroPCS deal could make the competitive situation even more difficult for Sprint.
Shares of MetroPCS, based in Richardson, Texas, dropped 40 cents, or 3.3 percent, to $11.64, as investors speculated that Softbank's interest means there's less of a chance for a counterbid from Sprint.
Tokyo-based Softbank, once the underdog in Japan's telecom industry, has seen its fortunes improve ever since it started selling the iPhone in 2008. It was initially the only Japanese phone company to offer the iPhone. Rival KDDI Corp. started selling the iPhone late last year.
The U.S. wireless industry is no stranger to foreign investment, but the results have been mixed. T-Mobile is owned by German phone company Deutsche Telekom. With T-Mobile treading water, DT has tried to exit its investment by selling the subsidiary to AT&T. That deal was scuttled by U.S. regulators.
Vodafone Group PLC, a British cellphone company, owns 45 percent of Verizon Wireless. That's been a successful investment, but New York-based phone company Verizon Communications Inc., which owns the rest, has complete control over the joint venture and is seen as having twisted Vodafone's arm in an attempt to get it to let Verizon take complete ownership.
Shares of Clearwire Corp. jumped 92 cents, or 70.1 percent, to $2.22 on news of the Softbank talks. Sprint owns half of the company, and investors were betting that a deal with Softbank would include a buyout of Clearwire. The company operates a wireless broadband network that Sprint resells as "Sprint 4G." Clearwire has struggled to become a viable standalone company, and it needs additional funding to upgrade its network.

WASHINGTON (AP) ? Car owners whose air bags have been replaced in the past three years may have had dangerous counterfeit bags installed, the Obama administration warned Wednesday.
Only 0.1 percent of the U.S. vehicle fleet is believed to be affected, the National Highway Traffic Safety Administration said in a statement. But industry officials briefed by the government said tens of thousands of car owners may be driving vehicles with counterfeit air bags. NHTSA testing has shown most of the counterfeit bags don't inflate or fail to inflate properly. In at least one case, a counterfeit bag fired shards of metal shrapnel on impact, the agency said.
NHTSA is asking car owners to check a government website, www.Safercar.gov, for information on how to contact a call center established by auto manufacturers to learn if their vehicle model is among those for which counterfeit air bags are known to have been made.
No deaths or injuries have been tied to the counterfeit bags, NHTSA said. But it's unclear whether police accident investigators would be able to identify a counterfeit bag from a genuine one, industry officials said.
NHTSA has compiled a list of dozens of vehicle makes and models for which counterfeit air bags may be available, but the agency cautioned that the full scope of the problem isn't clear yet and the list is expected to "evolve over time."
If a car is on the list and has had its air bags replaced during the past three years by a repair shop other than a new car dealership, NHTSA is asking owners to bring the vehicle into a dealership to be inspected at their own expense to determine whether the replaced air bags are counterfeit. Fees for checking out air bags could run $100 or more, industry officials said. Some types of cars have as many as eight air bags.
The counterfeit bags typically have been made to look like air bags made by automakers and usually include a manufacturer's logo. Government investigators believe many of the bags come from China, an industry official said.
The bags are marketed to auto body shops as the real deal, industry officials said. Auto dealerships that operate their own body shops are usually required by their franchise agreements to buy their parts, including air bags, directly from automakers and therefore are unlikely to have installed counterfeit bags, industry officials said.
But only 37 percent of auto dealers have their own body shops, according to information on the National Association of Automobile Dealers' website. Many consumers whose vehicles have been damaged are referred by their insurance companies to auto body shops that aren't affiliated with an automaker.
Consumers who bought replacement air bags online or who have purchased a used car that may have its airbags replaced in the past three years were also asked to check NHTSA's list.
Counterfeiting of a wide variety of auto parts has long been a well-known problem, industry officials said. But recent incidents have escalated concern by government officials. In August, federal agents confiscated nearly 1,600 counterfeit air bags and arrested a North Carolina auto mechanic, according to a report by the Charlotte Observer. The mechanic was tied by federal officials to another counterfeit air bag case last year in Tennessee, the report said.
Last February, Dai Zhensong, a Chinese citizen, pleaded guilty and was sentenced in federal court in Chattanooga, Tenn., to 37 months in prison for trafficking in counterfeit air bags, according to a statement made at the time by the U.S. Attorney's Office.
Zhensong was a part owner and manager of the international department of Guangzhou Auto Parts, which made a variety of auto parts, many of which were counterfeit, the statement said. In 2010, he traveled from China to Chattanooga to sell additional counterfeit air bags and other auto parts. The counterfeit air bags were manufactured by purchasing genuine auto air bags that were torn down and used to make molds to produce the counterfeit bags. Trademark emblems were purchased through Honda, Toyota, Audi, BMW and other dealerships located in China and affixed to the counterfeit air bags. The air bags were advertised on the Guangzhou Auto Parts website and sold for approximately $50 to $70 each, far below the value of an authentic air bag, the statement said.

PlayStation UK's Fergal Gara says that Sony's studios are having trouble balancing support of PS3, PS Vita, and the upcoming Playstation 4.
Sony is working on a new video game console to succeed the swiftly maturing PlayStation 3. Codenamed Orbis, the PlayStation 4 will do a number of things according to various sources within and without Sony. The PlayStation 4 will support 4K playback. Following its acquisition of streaming video game company Gaikai, Sony?s executives have hinted that the PlayStation 4 will itself offer cloud-based streaming service. From the sound of things, the new device will continue Sony?s sometimes ill-advised strategy of making the most powerful piece of consumer tech it can. What about the games though? Who is making software that will actually run on the machine?
Sony, of course. PlayStation 4 game development, however, is reportedly causing some strain on the company?s internal studios.
?We do have a challenge to manage [the next generation of consoles], particularly in terms of dev studio resources,? said PlayStation UK managing director Fergal Gara in an interview with Computer and Video Games, ?The more platforms you have, and the amount of rich content you have to deliver on all the systems you are supporting clearly puts pressure on decisions made across the studio network, which is something we are battling with.?
The problem according to Gara is that Sony doesn?t feel that it?s fully saturated the global PlayStation 3 market. The company did claim in 2006 that it would support the console for ten years, and while sales have cooled in the US, it still sees opportunity in Europe. ?When you look at the UK market, it?s easy to say that current consoles are fading. But if you look at PS3, it?s holding up a lot better than others, so it warrants support. But if you look at continental Europe, PS3 hasn?t even peaked yet. Why would you run away from a console business when you?re not even top of the hill? We?re certainly not going to run away from it.?
Sony is in an unenviable position in the game hardware business. Microsoft?s next Xbox has been in developers? hands for some time, and expectations are that the device will be out next fall. Considering how Sony has priced new models of the PlayStation 3 going into Christmas, it?s clear that the company aims to have that machine as its primary focus for at least another calendar year. Third-party publishers may have reason to continue supporting the device with the comparable Wii U on shelves, but Sony can?t offer true parity with Nintendo?s machine without bundling the expensive, failing PS Vita handheld in with its home hardware. Meanwhile, its first party development teams continue to stretch themselves thinner and thinner. They have to support three platforms, one that?s unreleased, all while Sony is shuttering studios. Difficult times for CEO Kaz Hirai?s ward.

BRUSSELS (Reuters) - The European Commission has delayed a trade case against two Chinese telecom equipment makers also under scrutiny in the United States, easing tensions between the European Union and its second-biggest trading partner.
A U.S. congressional report said on Monday that Huawei Technologies Co Ltd and ZTE Corp - the world's second- and fifth-largest makers of wireless telecoms gear - were potential security risks and should be shut out of the U.S. market.
In Europe, where the two have had greater success in selling equipment and the concern is over prices rather than security, they can expect some respite -- probably until the middle of next year, EU diplomats and trade experts say.
EU Trade Commissioner Karel De Gucht is gathering evidence in order to launch an anti-dumping or anti-subsidy case, but his efforts have been hindered by the fact that no European producer, such as Ericsson and Alcatel-Lucent, has complained. A formal complaint is normally a prerequisite for an investigation.
Analysts say European telecoms gear makers would be reluctant to cut themselves off from China, where demand for telecoms equipment is growing.
Nokia Siemens Networks and Alcatel-Lucent, globally No. 3 and No. 4 telecoms gear makers, have shown no willingness to do so, while market leader Ericsson has even said it does not want a case to be brought.
TRADE TENSION
China is the European Union's second-biggest trading partner after the United States, and the bloc is China's biggest trade partner. Trade between the two is forecast to hit a record 500 billion euros ($397 billion) this year.
Despite this, relations have been tense, with De Gucht complaining China subsidizes "nearly everything", distorting competition.
The EU suspects that the Chinese producers are hurting European telecoms equipment suppliers through artificially low prices, which are at least in part funded by the massive credit lines from the Chinese government.
A Reuters eyewitness has seen an offer from a Chinese gear maker to replace the whole network of a European carrier for nothing.
De Gucht said in May the Commission was considering launching a case on its own initiative, without the need for an industry complaint. It last took this approach in a case against India in 1997.
Trade experts say such cases are awkward because the Commission appears to be both complainant and judge and still needs co-operation from EU producers and EU member states, which ultimately vote on Commission proposals to impose duties.
"It's clear a number of member states are not in favor of this," an EU trade expert said.
The Commission also wishes to hold fire after starting an investigation last month into suspected dumping of solar panels by Chinese producers, the largest sector ever targeted.
The move, albeit following a complaint by European companies, drew a warning from China.
Trade experts and diplomats believe the Commission is awaiting Beijing's response before launching a telecoms case and hopes the solar panel case impresses upon China how serious it is about tackling dumping and subsidies.
Without action by June, the EU would impose duties on Chinese solar panels and probably launch its own action against Huawei and ZTE, trade experts say.

Hackers linked to China?s government broke into one of the U.S. government?s most sensitive computer networks, breaching a system used by the White House Military Office for nuclear commands, according to defense and intelligence officials familiar with the incident.
Obama's "Nuclear Football" is the suitcase in which the president carries the codes for nuclear launch.
Following The Beacon report, came a report from Politico, in which an official, unsolicited by reporters, offered a statement. The official "confirmed there was an attempted spear phishing hack but said that it affected an unclassified network, was ?isolated? and that there was no evidence that any data had been stolen."
There's two things that should be mentioned in both reports, but are conspicuously absent.
Number one: A spear phishing hack isn't really a hack, nor is it that sophisticated.?It's when a user opens an email that looks official, which then asks for verification of certain private details, like passwords or detailed user information.
These hacks most often take the form of a private company that's been hacked, let's say Paypal, which then asks for "verification" of the users account. They can also seem to come from inside the network or company, from a higher up or colleague?with a PDF attached that, once opened, injects a trojan into the system. These emails are nearly indistinguishable from the real ones a user would get from the actual company or individual.
The officials who spoke with both The Beacon and Politico made great pains to convey that 'no classified information' had been breached,
Number two: An unclassified network is the government's way of saying "basic internet." In the military, or in government, there are two networks: there's the unclassified, or the "low side," and there's the encrypted classified, or the "high side."
Any potentially harmful or Top Secret information travels along, or is saved within, the "high side," which is highly encrypted, and whose encryption changes automatically in undisclosed periods of time.
So, these phishing emails penetrated the email of a employee on the "low side" network, which shares very little difference with any private company's user network.
In short, it's probably not as bad as it sounds, even it casts further doubt on White House intelligence security.
