Arabs soften stance on Israel's final borders

WASHINGTON (AP) ? Arab countries endorsed a Mideast peace plan Monday that would allow for small shifts in Israel's 1967 border, moving them closer to President Barack Obama's two-state vision.

Speaking on behalf of an Arab League delegation to Washington, Qatari Prime Minister Sheik Hamad Bin Jassem Al Thani called for an agreement between Israel and a future Palestine based on the Jewish state's border before the 1967 Mideast War. But, unlike in previous such offers, he cited the possibility of "comparable," mutually agreed and "minor" land swaps between the Israelis and the Palestinians.

Al Thani spoke after his delegation met across the street from the White House with Vice President Joe Biden and Secretary of State John Kerry, who has been pushing Arab leaders to embrace a modified version of their decade-old "Arab Peace Initiative" as part of a new U.S.-led effort to corral Israel and the Palestinians back into direct peace talks.

Those negotiations have hardly occurred at all over the past 4 1/2 years amid deep disagreement over Israeli settlement construction in lands the Palestinians hope to include in their country.

"We've had a very positive, very constructive discussion over the course of the afternoon, with positive results," Kerry said at Blair House, speaking with Al Thani at a podium beside him and senior officials from six other Arab governments behind them. He praised the Arab League for the "important role it is playing, and is determined to play, in bringing about a peace in the Middle East ? and specifically by reaffirming the Arab Peace Initiative here this afternoon, with a view to ending the conflict."

Kerry said that he and Biden stressed the vision that Obama outlined in 2011, when he became the first American leader to publicly declare Israel's pre-1967 lines as the basis for an Israeli-Palestinian settlement.

The declaration, while including the caveat of mutually agreed territorial trades between the two parties, raised a furor in Israel and led to public sparring only days later between Obama and Prime Minister Benjamin Netanyahu when the Israeli leader visited the White House.

While little has changed in Israel's public posture, the remarks by Al Thani suggest that Kerry has had some success, at least, in coordinating a more unified regional strategy between the U.S. and its Arab partners. Top officials from the Arab League, Bahrain, Egypt, Jordan, Lebanon, the Palestinian territories and Saudi Arabia attended the meeting.

Although revolutionary when it was introduced by Saudi Arabia and endorsed by the 22-member Arab League, the initiative has never been embraced by Israel. And Palestinian officials have previously spoken out against any changes to its terms. What was striking, and perhaps most limiting, about the initiative was its simplicity, offering Israel comprehensive recognition in the Arab world in exchange for all lands conquered in the 1967 Mideast war.

It's unclear what effect the modified conditions, as outlined by Al Thani, might have on the Israeli-Palestinian impasse.

Israeli officials declined to immediately comment.

Kerry, who has been to the Middle East three times in his short stint as secretary of state, stressed that any peace process going forward would focus on bringing about "direct negotiations between the parties." He said the U.S. and the Arab League will hold continued consultations and more meetings because they agree that "peace between the Israelis and Palestinians would advance security, prosperity and stability in the Middle East."

"That is a common interest for the region and the whole world," he said.

Al Thani told reporters as the meeting started that the goal had to be a "fair deal for both parties."

Afterward, he stressed that the support his delegation gave for Mideast peace represented a "strategic choice for the Arab states."

Al Thani, whose country has maintained ties with the militant group Hamas in the Gaza Strip, also gave his backing to Palestinian President Mahmoud Abbas' peace efforts and called for greater aid for the struggling Palestinian economy.

Pentagon budget woes: furlough civilians, buy tanks you don't want

Even as the Pentagon struggles to make some tough, congressionally mandated cuts to its budget, lawmakers are now trying to force defense officials to buy expensive equipment that the military insists US troops do not need.

The most recent example of this congressional arm-twisting involves the hulking, 70-ton Abrams tank.

In the face of sequestration (the 10-year plan to cut federal spending by $1.2 trillion that went into effect March 1), the US military has warned that it will have to trim back on crucial troop training exercises and maintenance.

Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, described as "heart-wrenching" the cuts that the military is currently being forced to make ? including to child development programs and schools on military bases ? when he spoke last week at a town hall meetingwith US troops stationed in Japan.

The service branches are trying to stave off civilian furloughs.

For civilians who work alongside US forces in critical support jobs in the midst of war, ?this issue of furlough hangs over you,? General Dempsey says. ?And I am personally embarrassed about that, frankly ? it?s not the way to treat people.?

?We?ll get through it,? he adds of the sequester cuts, ?but we?re being extraordinarily careful about how we spend our money.?

And as the war in Afghanistan winds down, the US military has already signaled what it sees as some of the next big trends in warfare. This includes cyberattacks ? staving them off, as well as launching them ? for which senior military officials say they desperately need more trained cyberspecialists.

The US military will also continue to monitor and strike complicated terrorist networks in places where the US troops ? for reasons of politics and cost ? will not put boots on the ground. For this reason, senior military officials have told Congress that they want more intelligence, reconnaissance, and surveillance (ISR) assets, such as the Predator and Reaper drones.

None of these requests includes the Abrams tank. ?If we had our choice, we would use that money in a different way,? Gen. Raymond Odierno, the Army?s top officer, told the Associated Press last week.

No matter on Capitol Hill, where a rare bipartisan coalition is forming to force the military to buy $436 million worth of Abrams tanks that it insists it does not need.

The tank is big money for the congressional district that manufactures them in Lima, Ohio.

In a congressional hearing last week, Gen. William Phillips, military deputy to the assistant secretary of the Army for acquisition, logistics, and technology, attempted to answer the concerns of Rep. Michael Turner (R) of Ohio, whose district includes the Abrams manufacturing plant in Lima ? and who also chairs the House Tactical Air and Land Forces subcommittee.

While telling Representative Turner that ?it?s not the Army?s intent to shut down Lima,? General Phillips added: "Having said that, the Army actually has more M1A2 tanks ... is buying more than it actually needs at this point.?

The production of some 67 tanks will extend through December 2014, he pointed out. In the last budget, the Pentagon received another $181 million for 20 to 24 tanks that would be built at the Lima plant, as well.

?That takes us at about two to three per month out to about the middle of ... June 2016 maybe,? Phillips noted.

In response, Turner pointed out the obvious. ?General, I just want to point out that the vehicles that you?re talking about ... were not requested by DOD. If they had not been funded by Congress, this facility would be at risk. If you continue to not fund something, you are, in essence, shutting it down.?

Senior military officials have for months been decrying the tough choices they must make, and as the Pentagon?s strategic shift to the Pacific begins to emphasize naval power, few make the argument that more Abrams tanks are at the top of the list of needs for US troops.

Explained David Welch, deputy director of the Army budget office, earlier this month: ?The Army is on record saying we do not require any additional M1A2s.?

Christie: Obama kept every Sandy promise

HIGHLANDS, N.J. (AP) ? New Jersey Gov. Chris Christie said Monday that President Barack Obama "has kept every promise he's made" about helping the state recover from Superstorm Sandy.

Hours later, Obama's housing secretary approved New Jersey's plans to spend $1.83 billion in federal money to help the state rebuild and recover from the storm.

Speaking on MSNBC's "Morning Joe" program six months after the deadly storm, the Republican governor said presidential politics were the last thing on his mind as he toured storm-devastated areas with Obama last fall.

When it comes to helping New Jersey rebuild from the storm, "the president has kept every promise he's made," said Christie, widely considered a potential candidate for the Republican presidential nomination in 2016. "I think he's done a good job. He kept his word."

Christie's warm embrace of Obama after the storm angered some Republicans, who said it helped tip a close presidential election to the Democrat and away from Mitt Romney, who Christie endorsed and for whom he campaigned last fall.

Christie says he and Obama have fundamentally different views on governing. But he said the two men did what needed to be done for a devastated region.

"I've got a job to do," he said. "You wake up and 7 million of your 8.8 million citizens are out of power, you're not thinking about presidential politics."

Christie challenged his critics to put themselves in his shoes while dealing with the massive storm, predicting none of them would have done anything differently.

"I have a 95 percent level of disagreement with Barack Obama," Christie said. But that did not come into play while dealing with the storm.

"We saw suffering together," Christie said. "Everything the president promised me they'd do, they've done. I don't have any complaint this morning on the issue of disaster relief."

Sandy destroyed about 360,000 homes or apartment units in New Jersey, and some areas along the shore are still devastated.

Later Monday, U.S. Housing and Urban Development Secretary Shaun Donovan appeared with Christie at a press conference and announced federal approval of New Jersey's plans to spend more than $1.8 billion in federal grants on storm rebuilding and recovery.

"Today is the beginning of us getting to phase two of return to normalcy," Christie said. "For the overwhelming majority of New Jerseyans, their life is back to normal. For those who have not been able to leave it behind, I can still see the emotion on their faces, the sense of loss they still carry close to the surface. We are not here today to take a victory lap."

Congress approved more than $60 billion in Sandy relief funds, most of it for New Jersey and New York, despite opposition from many Congressional Republicans who voiced concerns over how some of it would be spent.

At a press conference at a popular seafood restaurant, where reporters and cameramen were pressed up against diners, Christie said it has been easy to work with Donovan on Sandy recovery.

"There's an old joke, right? Someone from the government comes into town and they say, 'I'm from Washington and I'm here to help' and everybody starts to laugh," Christie said. "Shaun Donovan is ruining that joke for me."

Donovan returned the compliment, praising the Republican governor "for his remarkable and relentless leadership in helping this town, this shore and this state recover from one of the toughest blows it has ever endured."

This is the first round of disaster relief money to be allocated. Two more rounds of block grants are expected later.

The grants will be focused in the nine counties with the worst damage from the storm. The first round of grants will help an estimated 26,000 homeowners with their primary residences, 5,000 renters and 10,000 small businesses, in addition to local governments.

The programs the Republican governor wants to implement ? offering grants to rebuild damaged homes, no-interest loans for small businesses and giving landlords cash incentives to repair homes and rent them ? are standard for states receiving federal assistance after natural disasters. Some areas where the state says there are problems, such as repairing infrastructure and restoring the fishing industry, are not included in the plan. An expanded home buyback program for people living in flood-prone neighborhoods will be included in a later funding application.

The plan submitted to HUD includes $825 million for elevation and reconstruction of damaged primary residences; $255 million for displaced renters whose primary residences were damaged by the storm; and $300 million in small business grants. A $25 million allocation to promote storm-impacted shore communities is also included, as is $50 million to help municipalities continue to provide essential services without increasing taxes. Developers of public housing could see $104.5 million in zero- and low-interest loans of up to $120,000 per unit to create new permanent housing

Last pieces of One World Trade Center are rising

NEW YORK (AP) ? One World Trade Center already is New York's tallest building.

And when the last pieces of its spire rise to the roof ? weather permitting ? the 104-floor skyscraper that replaces the fallen twin towers will be just feet from becoming the highest in the Western Hemisphere.

The Port Authority of New York and New Jersey says the spire pieces plus a steel beacon will then be lifted at a later date from the rooftop to cap the building at 1,776 feet.

Installation of the 800-ton, 408-foot spire began in December, after 18 pieces were shipped from Canada and New Jersey.

The spire will serve as a world-class broadcast antenna.

With the beacon at its peak to ward off aircraft, the spire will provide public transmission services for television and radio broadcast channels that were destroyed on Sept. 11, 2001, along with the trade center towers.

Overlooking the Statue of Liberty and Ellis Island, the high-rise is scheduled to open for business in 2014.

The tower is at the northwest corner of the site, which is well on its way to reconstruction with the 72-story 4 World Trade Center and other buildings.

Monday's celebration of the reconstructed trade center comes days after a grisly reminder of the terror attack that took nearly 3,000 lives: the discovery of a rusted piece of airplane landing gear wedged between a nearby mosque and an apartment building ? believed to be from one of the hijacked planes that ravaged lower Manhattan.

As officials prepared to erect the spire, the office of the city's chief medical examiner was working in the hidden alley where debris may still contain human remains.

The new tower's crowning spire is a joint venture between the ADF Group Inc. engineering firm in Terrebonne, Quebec, and New York-based DCM Erectors Inc., a steel contractor.

The world's tallest building, topping 2,700 feet, is in Dubai.

Boston suspects' father postpones trip to US

MAKHACHKALA, Russia (AP) ? The father of the two Boston bombing suspects says he is postponing a trip to the United States because of poor health.

Anzor Tsarnaev told The Associated Press on Sunday that he is "really sick" and his blood pressure had spiked.

Tsarnaev said last week that he planned to travel from Russia to the U.S. with the hope of seeing his younger son, who is under arrest, and burying his elder son, who was killed in a clash with police.

Tsarnaev confirmed that he is staying in Chechnya, a province in southern Russia, but did not specify whether he was hospitalized.

Until Friday, he and the suspects' mother had been living in the neighboring province of Dagestan.

WASHINGTON (AP) ? The chairman of the House Homeland Security Committee said Sunday that the FBI is investigating in the United States and overseas to determine whether the suspects in the Boston Marathon bombing received training that helped them carry out the attack.

Dzhokhar Tsarnaev, 19, is charged with joining with his older brother, Tamerlan, who's now dead, in setting off the shrapnel-packed pressure-cooker bombs. The bombs were triggered by a remote detonator of the kind used in remote-control toys, U.S. officials have said.

U.S. officials investigating the bombings have told The Associated Press that so far there is no evidence to date of a wider plot, including training, direction or funding for the attacks.

A criminal complaint outlining federal charges against Dzhokhar Tsarnaev described him as holding a cellphone in his hand minutes before the first explosion.

The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents.

"I think given the level of sophistication of this device, the fact that the pressure cooker is a signature device that goes back to Pakistan, Afghanistan, leads me to believe ? and the way they handled these devices and the tradecraft ? ... that there was a trainer and the question is where is that trainer or trainers," said Rep. Michael McCaul, R-Texas, on "Fox News Sunday."

"Are they overseas in the Chechen region or are they in the United States?" McCaul said. "In my conversations with the FBI, that's the big question. They've casted a wide net both overseas and in the United States to find out where this person is. But I think the experts all agree that there is someone who did train these two individuals."

Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said he thought it's "probably true" that the attack was not linked to a major group. But, he told CNN's "State of the Union," that there "may have been radicalizing influences" in the U.S. or abroad. "It does look like a lot of radicalization was self-radicalization online, but we don't know the full answers yet."

On ABC's "This Week," moderator George Stephanopoulos raised the question to the chairman of the House Intelligence Committee about FBI suspicions that the brothers had help in getting the bombs together.

"Absolutely, and not only that, but in the self-radicalization process, you still need outside affirmation," responded Rep. Mike Rogers, R-Mich.

"We still have persons of interest that we're working to find and identify and have conversations with," he added.

At this point in the investigation, however, Sen. Claire McCaskill said there was no evidence that the brothers "were part of a larger organization, that they were, in fact, part of some kind of terror cell or any kind of direction."

The Missouri Democrat, who's on the Senate Homeland Security and Governmental Affairs Committee, told CBS' "Face the Nation" that "it appears, at this point, based on the evidence, that it's the two of them."

Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, officials have said. He frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate.

In recent years, two would-be U.S. attackers reported receiving bomb-making training from foreign groups but failed to set off the explosives.

A Nigerian man was given a mandatory life sentence for trying to blow up a packed jetliner on Christmas Day 2009 with a bomb sewn into his underwear. Umar Farouk Abdulmutallab had tried to set off the bomb minutes before the Amsterdam-to-Detroit flight landed.

The device didn't work as planned, but it still produced smoke, flame and panic. He told authorities that he trained in Yemen under the eye of Anwar al-Awlaki, a radical American-born cleric and one of the best-known al-Qaida figures.

A U.S. drone strike in Yemen killed al-Awlaki in 2011.

In 2010, a Pakistani immigrant who tried to detonate a car bomb in New York's Times Square also received a life sentence. Faisal Shazad said the Pakistan Taliban provided him with more than $15,000 and five days of explosives training.

The bomb was made of fireworks fertilizer, propane tanks and gasoline canisters. Explosives experts said the fertilizer wasn't the right grade and the fireworks weren't powerful enough to set off the intended chain reaction.

Facebook CEO reaped $2.3B gain on stock options

SAN FRANCISCO (AP) ? Facebook CEO Mark Zuckerberg reaped a gain of nearly $2.3 billion last year when he exercised 60 million stock options just before the online social networking leader's initial public offering.

The windfall detailed in regulatory documents filed Friday saddled Zuckerberg, 28, with a massive tax bill. He raised the money to pay it by selling 30.2 million Facebook Inc. shares for $38 apiece, or $1.1 billion, in the IPO.

Facebook's stock hasn't closed above $38 since the IPO was completed last May. The shares gained 71 cents Friday to close at $26.85.

The 29 percent decline from Facebook's IPO price has cost Zuckerberg nearly $7 billion on paper, based on the 609.5 million shares of company stock that he owned as of March 31, according to the regulatory filing. His current stake is still worth $16.4 billion.

Zuckerberg, who started Facebook in his Harvard University dorm room in 2004, has indicated he has no immediate plans to sell more stock.

The exercise of Zuckerberg's stock options and his subsequent sale of shares in the IPO had been previously disclosed. The proxy statement filed to announce Facebook's June 11 shareholder meeting is the first time that the magnitude of Zuckerberg's stock option gain had been quantified.

The proxy also revealed that Zuckerberg's pay package last year rose 16 percent because of increased personal usage of jets chartered by the company as part of his security program.

Zuckerberg's compensation last year totaled nearly $2 million, up from $1.7 million last year. Of those amounts, $1.2 million covered the costs of Zuckerberg's personal air travel last year, up from $692,679 in 2011.

If not for the spike in travel costs, Zuckerberg's pay would have declined by 17 percent. His salary and bonus totaled $769,306 last year versus $928,833 in 2011.

Zuckerberg will take a big pay cut this year. His annual salary has been reduced to $1 and he will no longer receive a bonus, according to Facebook's filing. That puts Zuckerberg's current cash compensation on the same level as Google CEO and co-founder Larry Page, whose stake in his company is worth about $20 billion.

The Associated Press formula for determining an executive's total compensation calculates salary, bonuses, perquisites, above-market interest that the company pays on deferred compensation and the estimated value of stock and stock options awarded during the year. The AP formula does not count changes in the present value of pension benefits or stock option gains such as those recognized by Zuckerberg did last year.

Hospital roof collapses in India, injuring 8

NEW DELHI (AP) ? Part of a hospital building collapsed in central India on Friday after its roof came crashing down, injuring at least eight people, an official said.

More than a dozen people were rescued after being trapped in the rubble of the Kasturba Gandhi Hospital in Bhopal, the capital of Madhya Pradesh state, state minister Babu Lal Gaur said. None of the injuries were serious.

Police officer Upendra Jain said about two dozen people were believed to be on the first floor of the women's medical ward when its roof crashed down. The cause of the collapse was not immediately known.

The Press Trust of India news agency quoted local administrator Nikunj Shrivastava as saying that two people were killed in the building collapse. Shrivastava could not be immediately reached for comment.

The hospital is operated by state-run Bharat Heavy Electricals Ltd., Gaur said. Bhopal is about 750 kilometers (465 miles) south of New Delhi.

Building collapses are common in India as builders try to cut corners by using substandard materials, and as multistory structures are built with inadequate supervision. The massive demand for housing around cities and pervasive corruption often result in builders adding unauthorized floors or constructing illegal buildings.

Earlier this month, at least 72 people were killed when an eight-story residential building being constructed illegally near Mumbai, India's financial capital, came crashing down in the worst building collapse in the country in decades.

Another 70 people were injured when the building in the Mumbai suburb of Thane caved in on April 4.

SAN FRANCISCO (Reuters) - Amazon.com Inc's first-quarter revenue jumped 22 percent to $16.1 billion, propelled by growing sales of digital content, cloud-computing services and gains in retail. But it forecast weak sales this quarter, raising concerns about a slowing international business.

"This quarter is a bit of a 'tweener' so to speak: the company gave you a favorable margin, which is evident in both gross-margin performance and the upside in earnings, and then sales while not spectacular were good.

"Increase in third-party unit sales has been funding their gross margins.

"When I read the guidance for Q2 for operating margins, it suggests to me they're telegraphing that the company is going to continue a heightened rate of investment.

"Looking at the international performance, I think the message there is North America was better than expected but international was softer. The questions is: is this a reflection of macro trends in Europe, or is there something else going on there?"

VICTOR ANTHONY, ANALYST, TOPEKA CAPITAL MARKETS

"The fundamentals of the business improved significantly. So you saw a material improvement in gross margins, as well as a significant upside to estimates for their pro-forma operating margins. The trends are moving in the right direction fundamentally for the company.

STOCKHOLM (AP) ? The list of troubles linked to Justin Bieber's tour of Europe grew again after Swedish police said Thursday they had found drugs and a stun gun on the pop singer's bus.

No arrests were made since the bus was empty at the time, Stockholm police spokesman Lars Bystrom told The Associated Press.

Police said they decided to act after smelling marijuana coming from inside the bus while it was parked outside the hotel where Bieber was staying in the capital. Drug officers searched the bus during the concert while Bieber was on stage, Bystrom said.

He said a small amount of drugs and a stun gun were discovered during a search of the bus, which had been parked under the Globen concert venue in Stockholm, where Bieber was performing Wednesday. Bystrom declined to identify the drug, saying that it was sent to a lab for analysis.

Bieber, who arrived in Helsinki, Finland, later Thursday to perform in a concert the following evening, tweeted after his arrival: "some of the rumors about me....where do people even get this stuff. whatever...back to the music."

The incident is the latest in Bieber's tumultuous European tour, which has included a monkey detention, a Holocaust museum furor and a health scare.

In Britain, the 19-year-old singer struggled with his breathing and fainted backstage at a London show. He was taken to a hospital, only to be caught on camera clashing with paparazzi.

The Canadian teenage idol had to leave his monkey in quarantine in Germany since he didn't have the necessary papers for the animal.

Bieber then became the focus of intense criticism in the Netherlands for writing an entry into a guestbook at the Anne Frank House museum in Amsterdam, saying he hoped the Jewish teenager, who died in a Nazi concentration camp, "would have been a Belieber" ? or fan of his ? if her fate had turned out differently.

The comment provoked a flood of comments on the museum's Facebook page, with many people criticizing the singer for gross insensitivity.

Anne Frank hid with her family in a small apartment above a warehouse during the Nazi occupation of World War II. Her family was caught and deported, and Anne died of typhus in Bergen-Belsen in 1945. She was 13 years old when she began keeping her diary in 1942. Like many teenage girls, she made a collage of the celebrities of her day ? movie stars, dancers, and royalty ? and kept it on her bedroom wall.

In Norway, where Bieber enjoys enormous popularity, education officials in a remote district rescheduled midterm exams for high school students so that the singer's fans could attend the concert in the capital and not have to worry about missing the tests.

Factory building collapse in Bangladesh kills 149

SAVAR, Bangladesh (AP) ? Workers trapped in the wreckage of a collapsed factory building in Bangladesh cried out for help Thursday, as rescuers struggled to reach survivors of a disaster that killed at least 149 people and reignited questions about the often lethal conditions the counrty's garment industry.

Army Brig. Gen. Mohammed Siddiqul Alam Shikder said many people are still trapped in the building, which housed a number of garment factories employing hundreds of people when it came tumbling down Wednesday morning. A clearer picture of the rescue operation would be available by afternoon, he said.

The disaster came less than five months after a factory fire killed 112 people and underscored the unsafe conditions faced by Bangladesh's garment workers, who produce clothes for global brands worn around the world. Workers said they had hesitated to enter the building on Wednesday morning because it had developed such large cracks a day earlier that it even drew the attention of local news channels. Just hours later it came tumbling down.

Searchers worked through the night to cut holes in the jumbled mess of concrete with drills or their bare hands, passing water and flashlights to those pinned inside the building.

"I gave them whistles, water, torchlights. I heard them cry. We can't leave them behind this way," said fire official Abul Khayer.

Abdur Rahim, who worked on the fifth floor, said a factory manager gave assurances that the cracks in the building were no cause for concern, so employees went inside.

"After about an hour or so, the building collapsed suddenly," Rahim said. He next remembered regaining consciousness outside.

On a visit to the site, Home Minister Muhiuddin Khan Alamgir told reporters the building had violated construction codes and "the culprits would be punished."

Abdul Halim, an official with the engineering department in the Dhaka suburb of Savar, said the owner was originally allowed to construct a five-story building but he added another three stories illegally.

Local police chief Mohammaed Asaduzzaman said police and the government's Capital Development Authority have filed separate cases of negligence against the building owner.

Habibur Rahman, police superintendent of Dhaka district, identified the owner as Mohammed Sohel Rana, a local leader of ruling Awami League's youth front. Rahman said police were also looking for the owners of the garment factories.

Among the textile businesses in the building were Phantom Apparels Ltd., New Wave Style Ltd., New Wave Bottoms Ltd. and New Wave Brothers Ltd., which make clothing for major brands including The Children's Place, Dress Barn, and Primark.

Jane Singer, a spokeswoman for The Children's Place, said that "while one of the garment factories located in the building complex has produced apparel for The Children's Place, none of our product was in production at the time of this accident."

"Our deepest sympathies go out to the victims of this terrible tragedy and their families," Singer said in a statement.

Dress Barn said that to its knowledge, it had "not purchased any clothing from that facility since 2010. We work with suppliers around the world to manufacture our clothing, and have a supply chain transparency program to protect the rights of workers and their safety."

Primark, a major British clothing retailer, confirmed that one of the suppliers it uses to produce some of its goods was located on the second floor of the building.

In a statement emailed to The Associated Press, Primark said it was "shocked and deeply saddened by the appalling incident." It added that it has been working with other retailers to review the country's approach to factory standards and will now push for this review to include building integrity.

Meanwhile, Primark's ethical trade team is working to collect information, assess which communities the workers come from, and to provide support "where possible."

John Howe, Cato's chief financial officer and executive vice president, told The Associated Press that it didn't contract with any of the factories directly but it's currently investigating what its "ties" were.

Howe said that one of Cato's domestic importers could have used one of the factories to fulfill some of the orders the retailer had placed. It's expected to have more information by Thursday.

Spanish retailer Mango denied reports it was using any of the suppliers in the building. However, in an email statement to the AP, it said that there had been conversations with one of them to produce a batch of test products.

Kevin Gardner, a spokesman at Wal-Mart Stores, Inc., the second-largest clothing producer in Bangladesh, said the company is investigating to see if a factory in the building was currently producing for the chain.

"We remain committed and are actively engaged in promoting stronger safety measures, and that work continues," Gardner added.

Workers said they didn't know what specific clothing brands were being produced in the building because labels are attached after the products are finished.

Charles Kernaghan, executive director of the Institute for Global Labour and Human Rights, which has an office in nearby Dhaka, says his staff is investigating the situation. He's hoping his team, working with local workers' groups, will be able to find out which brands were having their products made at the time of the collapse.

"You can't trust many buildings in Bangladesh," Kernaghan said. "It's so corrupt that you can buy off anybody and there won't be any retribution."

Sumi, a 25-year-old worker who goes by one name, said she was sewing jeans on the fifth floor with at least 400 others when the building fell.

"It collapsed all of a sudden," she said. "No shaking, no indication. It just collapsed on us."

She said she managed to reach a hole in the building where rescuers pulled her out.

Tens of thousands of people gathered at the site, weeping and searching for family members. Firefighters and soldiers with drilling machines and cranes worked with volunteers to search for survivors.

An enormous section of the concrete structure appeared to have splintered like twigs. Colorful sheets of fabric were tied to upper floors so those inside could climb or slide down and escape.

Rescuers carried the body of a young boy from the building, but it was not immediately clear what he had been doing inside. The building housed a bank and various shops in addition to the garment factories.

An arm jutted out of one section of the rubble. A lifeless woman covered in dust could be seen in another.

Rahim said his mother and father, who worked with him in the factory, were trapped inside.

Mosammat Khurshida wailed as she looked for her husband. "He came to work in the morning. I can't find him," she said. "I don't know where he is. He does not pick up his phone."

The morgue of the medical college echoed with the sobs of people waiting for the bodies of their loved ones. "Where's my mother? Where's my mother? Tell me, tell me, oh Allah, oh Allah!" Rana Ahmed cried.

Asaduzzaman, the local police chief, said nearly 100 bodies had been handed to their families as of Thursday morning.

The November fire at the Tazreen garment factory drew international attention to working conditions in Bangladesh's $20 billion-a-year textile industry. The country has about 4,000 garment factories and exports clothes to leading Western retailers. The industry wields vast power in the South Asian nation.

Tazreen lacked emergency exits, and its owner said only three floors of the eight-story building were legally built. Surviving employees said gates had been locked and managers had told them to go back to work after the fire alarm went off.

Another column is devoted to how many students actually complete the developmental sequence, and how successful they were. ? Two studies were cited indicating that students completing developmental course were as successful as students not required to take them? but that something like 21% of students in one study actually did complete the developmental courses. Nor do we ?find out just how successful those folks who didn?t have to take developmental math were. Hint: ?probably not a nice number.

Then we get to the ?what are we doing in these courses? part, which was interesting in that it used a ton of general Things To Do (?greater use of technology as a supplement to classroom instruction,? ??self-paced delivery?, etc.), and lots and lots and *lots* of descriptions of the the assorted ways of packaging instruction.

There was acknowledgment that professional development is really, really imporant: ??Many educators teaching developmental mathematics are highly qualified in the discipline of mathematics. However, they may have limited coursework or formal training in developmental education, college teaching, student learning, or the application of varied teaching strategies. Those who have been teaching?developmental mathematics can attest to the fact that it differes substantially from teaching more advanced college-level math courses.? ?

There was some discussion of ?redesigning? courses, but almost *everything* described concerned the packaging.

A column and more was devoted to the importance of affect and attitude for student success, and efforts to work with that.

However, the issue of whether students were learning math concepts was not touched. ? The phrase ?conceptual framework? was used once, per:

?Additional recommendations regarding course redesign from colelges involved in the process include the following: ?.(d) develop a conceptual framework to guide the process??

At no (zero, zip, zilch, nada) point in the article was the issue of student comprehension of any mathematical ideas so much as mentioned. (No, Stigler, et al?s _What Community College Developmental Mathematics Students Understand about Mathematics_ was not in the reference list. )

The other rather interesting detail about the journal article was that the hard copy in my hand stated it was teh Winter 2013 issue of th4e Journal of Developmental Education, but everything online says it?s from 2011 or 2012 (same journal). ? I have this perverse desire to dig out the old issues and see if these guys are recycling

OXFORD, Miss. (AP) ? The investigation into poisoned letters mailed to President Barack Obama and others has shifted from an Elvis impersonator to his longtime foe, and authorities must now figure out if an online feud between the two men might have escalated into something more sinister.

Paul Kevin Curtis, 45, was released from a north Mississippi jail on Tuesday and charges against him were dropped, nearly a week after authorities charged him with sending ricin-laced letters to the president, Republican U.S. Sen. Roger Wicker of Mississippi and an 80-year-old Lee County, Miss., Justice Court judge, Sadie Holland.

Before Curtis left jail, authorities had already descended on the home of 41-year-old Everett Dutschke in Tupelo, a northeast Mississippi town best known as the birthplace of the King himself. On Wednesday, they searched the site of a Tupelo martial arts studio once operated by Dutschke, who hasn't been arrested or charged.

Wednesday evening, hazmat teams packed up and left Dutschke's business. He was at the scene at times during the day. A woman drove off in a green Dodge Caravan parked on the street that had been searched. Daniel McMullen, FBI special agent in charge in Mississippi, declined to speak with reporters afterward.

Dutschke's attorney, Lori Nail Basham, said he is "cooperating fully" with investigators and that no arrest warrant had been issued.

After being released from jail Tuesday, Curtis, who performs as Elvis and other celebrities, described a bizarre, yearslong feud between the two, but Dutschke insisted he had nothing to do with the letters. They contained language identical to that found on Curtis' Facebook page and other websites, making him an early suspect.

Federal authorities have not said what led them to drop the charges against Curtis, and his lawyers say they're not sure what new evidence the FBI has found.

Curtis said he's not sure exactly what led to the bad blood. It involves the men's time working together, a broken promise to help with a book by Curtis and an acrimonious exchange of emails, according to Curtis.

The two worked together at Curtis' brother's insurance office years ago, Curtis said. He said Dutschke told him he owned a newspaper and showed interest in publishing his book called "Missing Pieces," about what Curtis considers an underground market to sell body parts.

But Dutschke decided not to publish the material, Curtis alleged, and later began stalking Curtis on the Internet.

For his part, Dutschke said he didn't even know Curtis that well.

"He almost had my sympathy until I found out that he was trying to blame somebody else," Dutschke said Monday. "I've known he was disturbed for a long time. Last time we had any contact with each other was at some point in 2010 when I threatened to sue him for fraud for posting a Mensa certificate that is a lie. He is not a Mensa member. That certificate is a lie."

Curtis acknowledges posting a fake Mensa certificate on Facebook, but says it was an online trap set up for Dutschke because he believed Dutschke was stalking him online. He knew Dutschke also claimed to be a member of the organization for people with high IQs. Dutschke had a Mensa email address during a legislative campaign he mounted in 2007.

Dutschke started a campaign to prove him a liar, Curtis said, and allegedly harassed him through emails and social networking.

Curtis said the two agreed to meet at one point to face off in person, but Dutschke didn't show up.

"The last email I got from him, was, 'Come back tomorrow at 7 and the results of you being splattered all over the pavement will be public for the world to see what a blank, blank, blank you are.' And then at that point, I knew I was dealing with a coward," Curtis said.

Hal Neilson, one of the attorneys for Curtis, has said the defense gave authorities a list of people who may have had a reason to hurt Curtis, and that Dutschke's name came up. Efforts to reach Curtis, his lawyers and his brother were unsuccessful on Wednesday.

Both men say they have met Wicker, and they each have a connection to Holland.

Authorities say the letters were mailed April 8, but the one sent to Holland was the only one to make it into the hands of an intended target. Her son, Democratic state Rep. Steve Holland of Plantersville, said his mother did a "smell test" of the envelope and a substance in it irritated her nose. The judge was not sickened by what authorities say was a crude form of the poison, which is derived from castor beans.

Judge Holland has declined to comment on the case.

She was presiding judge in a case in which Curtis was accused of assaulting a Tupelo attorney in 2003. Holland sentenced Curtis to six months in the county jail. He served only part of the sentence, according to his brother.

Running as a Republican, Dutschke lost a lopsided election to Steve Holland in 2007, and observers say the judge publicly chastised Dutschke at a political rally that year.

Brandon Presley, Mississippi's northern district public service commissioner and a distant cousin of Elvis Presley, attended the 2007 political rally in Verona. He told The Associated Press on Wednesday that he remembers Dutschke giving a "militant" speech with personal and professional attacks on Steve Holland.

Presley, also a Democrat, said he doesn't recall details of the speech ? just the tone of it, and the crowd's reaction.

"I just remember everybody's jaw dropping," Presley said.

Dutschke said his speech included sharp criticism of Steve Holland's record in public office.

Steve Holland said earlier this week that his mother made Dutschke get down on his knees at the 2007 rally and apologize. On Wednesday, he said he was mistaken about her telling Dutschke to kneel.

"She just got up and said 'Sir, you will apologize," Steve Holland said.

Dutschke said Steve Holland exaggerated the incident. Presley said he remembers Judge Holland chastising Dutschke.

Presley said of the judge: "I don't believe the woman has an enemy in the world.... I don't know anybody who doesn't love Ms. Sadie Holland, except whoever this fool is who sent the letter. Whoever it is, they ought to be ashamed of themselves, picking on Ms. Sadie."

Dutschke ? who unsuccessfully ran as a Democrat for Lee County election commissioner in 2008 ? told AP on Tuesday that he has no problem with Sadie Holland. "Everybody loves Sadie, including me," he said.

On Wednesday, dozens of investigators were searching at a small retail space where neighboring business owners said Dutschke used to operate a martial arts studio. Officers at the scene wouldn't comment on what they were doing.

Investigators in gas masks, gloves and plastic suits emerged from the business carrying five-gallon buckets full of items covered in large plastic bags. Once outside, others started spraying their protective suits with some sort of mist.

Dutschke told the AP on Wednesday morning that he and his wife had gone to a friend's house because they didn't feel safe at their home. He didn't immediately respond to messages Wednesday afternoon.

"They ripped everything out of the house," he said, adding: "I haven't slept at all."
